SP0009u1: A best practice policy toolkit for net-zero emissions buildings

The aim of this project is to achieve greater impact for industry and academic thought leadership on best practice policy for emissions reduction in the built environment.

In recent years industry leaders and academics have produced a number of reports that outline policies needed for buildings to reduce emissions, but many of these projects have either gone unnoticed by policy makers or are viewed as disparate pieces of work that do not present a compelling narrative or roadmap for every building in Australia to transition to net zero emissions.

This project seeks to review and synthesise existing reports and the latest research on international best practice policy for emissions reduction in the built environment and integrate the best ideas into a succinct and compelling “best practice toolkit”.  It will leverage and multiply the benefits of work already undertaken by the CRC for Low Carbon Living (CRCLCL) and Australian industry leaders, and present tailored policy toolkits for defined sub-sectors across each jurisdiction. This approach will fill an existing gap in existing research by developing a practical evidence base to influence policy change based on the premise that effective reform requires targeted recommendations that clearly speak to the policy landscape in each jurisdiction.

The project will add significant value to existing CRCLCL resources through leadership, maximising the value of that current research that assesses emissions reduction policies in the built environment, by providing a clear snapshot of where additional policy interventions can support reduced emissions across various sub-sectors. A designed report and collateral will complete the suite of resources available, to compellingly tell the story of the built environment’s potential role in emissions reduction using campaign-style language and collateral to drive change. This element of the project will persuasively articulate that every building can play a role in the decarbonisation journey and help to reinforce the need for improved policy outcomes by providing a basis for action.

For Part One of the project, a policy consultant will be engaged to synthesise existing policy documents, complete the desktop analysis and collate a summary report. Point Advisory and Energetics will be approached to tender for this work in the first instance.  Curtin University will be approached as an expert advisor to support delivery through Stage 1. This work will be cobranded by the Green Building Council of Australia (GBCA), CRCLCL, the Property Council of Australia (PCA), Australian Sustainable Built Environment Council (ASBEC), Curtin University and NSW Office of Environment and Heritage (OEH).

For Part Two, a design and communications expert (likely separate to the policy consultant e.g. Republic of Everyone) will be engaged to design the final report and deliver communication material to complement the report e.g. sharable infographics, brief animated video, state-level pull-outs, scorecard template. Given the campaign approach taken in this stage, to maximise influence this work will be co-branded by the Property Council of Australia and the Green Building Council of Australia. ASBEC, the CRCLCL, Curtin University and NSW OEH will be acknowledged as research partners based on Part One of the project.
